MANILA, Philippines — Former Bamban, Tarlac mayor Alice Guo and 35 alleged cohorts are facing another wave of corruption charges as the National Bureau of Investigation (NBI) moved Thursday to file fresh complaints before the Office of the Ombudsman.
NBI Director Jaime Santiago said the new cases target not only Guo but also several former and sitting Bamban officials accused of enabling the questionable conversion of land now used by a Philippine Offshore Gaming Operator (POGO).

Investigators will file three criminal complaints—including violations of the Anti-Graft and Corrupt Practices Act and illegal possession of prohibited interest by a public officer—as well as three administrative cases for gross misconduct, serious dishonesty, and conduct prejudicial to the best interest of the service.

Santiago disclosed that the property in question was appraised at P3.9 billion but was taxed at a mere P10,000 in real property dues, with zero taxes collected on the building constructed on the site.
